In-Service Training Programs

DFRS’ In -Service Training Programs have expanded tremendously since their inception. This included a rebranding of the program development to “Mission Oriented Training Objectives” (MOTO) and are delivered quarterly to both career and volunteer members. In-Service training continues to include our mutual aid partners at Fort Detrick and NSF Thurmont (Camp David). The Division also achieved 100% successful completion of the Annual Compliance Training. In addition to these accomplishments, multiple certification courses in various emergency services disciplines were sponsored and delivered to our responders with a focus on pump operators, and special operations. With the release of the After-Action Report from the Ball Road Incident several training related action items were identified. Funding was secured to allow each responder (career and volunteer) to receive formal training on the numerous policy changes as well as a Rapid Intervention training program that was developed and delivered at the end of 2023. The Rapid Intervention training consisted of self-rescue techniques, team-based rescue techniques, as well tactics to help prevent the MAYDAY altogether.

In addition to addressing action items identified in the Ball Road After-Action Report, the In-service Training Staff held the 2 nd Annual Josh Laird Memorial Training Event. Members from Frederick County DFRS along with members from neighboring jurisdictions attended this event. This year’s training not only continued to serve as a means of honoring Josh, but it educated attendees on certain aspects of the Ball Road fire. Training staff continues to support our volunteer corporations delivering CPR certification courses and live fire training evolutions at the PSTF as well as live fire training in acquired structures in Frederick County. The In-service Training Section continues to support rapidly increasing Community Outreach demands by providing training in Basic First Aid, Hands only CPR, and Stop the Bleed to other county agencies, businesses, and residents of Frederick County.
