On March 29, 2022, at 0952hrs units from the Vigilant Hose Company were dispatched to Adams County Box Alarm 2-4 for a reported house fire at 255 Topper Road. Engine 61 and Ambulance 69 immediately responded.

Adams County EMS Captain 2 (Chad Fogle) arrived to find a two-story single-family dwelling with heavy fire on the first and second floor. While completing his 360 he located occupants trapped on a porch roof on the Charlie/Delta Corner of the structure. This information was relayed to Engine 61 and ladders were requested to the porch to affect the rescues. Engine 61 arrived as the first due engine and laid a supply line from the end of the driveway. Engine 61 found heavy fire on the bravo side on all floors and extending to the roof. Engine 61’s officer, Assistant Chief Josh Brotherton, instructed Firefighter Tyler Arrowood off of Ambulance 69 to put Engine 61’s deck gun in service to knock down the fire to allow the rescues to be made. Engine 61’s Firefighter, Michael O’Donnell grabbed a 14’ roof ladder while Assistant Chief Brotherton grabbed the 24’ extension ladder and went to the rear of the house. After making his way to the roof, Firefighter O’Donnell recognized that the adult female was in respiratory distress and moved her to the edge of the roof and then to the ladder where Assistant Chief Brotherton and Captain Fogle were on the ladder to assist her down to the ground. During the process Assistant Chief Brotherton requested the second provider from Ambulance 69 to assist with the rescue. Firefighter Danny Hartlaub received the female patient at the bottom of the ladder. Firefighter Hartlaub and Captain Fogle provided immediate patient care until the patient could be turned over to Adams County MICU 54-6. The second trapped occupant, an adult male, was then assisted down the ladder and turned over to EMS crews. The quick and decisive actions displayed by the personnel on Ambulance 69 and Engine 61 significantly contributed to the positive outcome of this incident and make those recognized most deserving of this Unit Citation.
